Volodymyr Kozak: The Ministry of Transport of Ukraine breaks the rules

The tenders on purchasing inventories are conducted by the Ministry of Transport heads at their own discretion and with the violation of rules. It was said in an interview with IMK by People’s Deputy, Party of Regions parliamentary faction member, Chairman of the VR Committee on Issues of Transport and Connection, Minister of Transport and Connection of the Opposition government Volodymyr Kozak.
In his opinion, “the psychology of temporary employees” and aspiration to use power as full as possible for their mercenary purposes entailed the flourishing of corruption within the Ministry of Transport”.
Volodymyr Kozak is convinced that “presently Ukrzaliznitsya purchases inventories through a corruption scheme, owing to which competitions and tenders are won, as a rule, by the businesses suitable for the Ministry of Transport heads”.
He considers that during these tenders their heads consciously dump prices dropping them below the market ones several times. But such prices are biased.
“And only after the businesses close to the Ministry of Transport are acknowledged to be the winners of tenders, literally in a few days (by protocol decisions) the same prices several times ... are raised. They, as with the wave of a magic wand, become such as they should have been – according to the preliminary agreements of participants of tenders”, the Party of Regions MP said.
He underlined that the Ukrainians have repeatedly heard the statements of present leaders of the Ministry of Transport that in 2007, when Cabinet of Ministers was governed by Viktor Yanukovych, at Ukrzaliznitsya inventories were bought at a price 2-3 times higher than the market one. “It is completely logical to set a question: and why in 2008 Ukrzaliznitsya does not buy inventories from producers 2-3 times cheaper than it was last year? To date, these commodities are bought two times more expensive than in 2007. Where, I would like to ask, is the logic in the statements of present leaders of the Ministry of Transport?”, Volodymyr Kozak summed up.
