Replying in an interview to RIA Novosti correspondent to a question about corrupt practices in the Tymoshenko government work, People’s Deputy, Party of Regions parliamentary faction member, Minister of Fuel and Energy of the Opposition government Yuriy Boyko mentioned the following:

- When we analyzed the first half year of this government work and understood what took place there, we, the Opposition government, specially devoted our meeting to this subject. We detected large corruption schemes in Prime Minister Tymoshenko’s activities and brought up them all for public discussion. I will give examples. We have revealed three corruption schemes which for the time being function under the aegis and protection of the Ukrainian government.

First and foremost, it is electrical power exports. The matter is that the Tymoshenko government exports electrical power cheaper than it is sold to an internal consumer in the country. The electrical power costs 7 cents per kilowatt-hour for Ukrainian consumers, but it is exported to Europe for 4.5-5 cents and sometimes even cheaper, the price for this electrical power being from 16 to 20 cents per kilowatt-hour in Europe. It is a real treachery of national economic interests. As a result, Ukraine lost 190 million dollars only for the first five months of this year. And it is neither accident nor miscalculation. It is a work under export contracts unprofitable for the state.

The electrical power is sold at an understated price not to other states or consumers but to intermediaries. They are sold the electrical power at 4.5 cent per kilowatt-hour, and, in their turn, they resell it to consumers in the Eastern Europe at 16-20 cents. As a result, Ukraine does not only subsidize the EU economy from its pocket, but is also deprived of legal profit obtained due to a price margin on internal and external markets. Actually, this is almost 200 million dollars, which were yielded under such scheme, accumulated in pockets of the intermediaries that are connected with the higher echelons of the Tymoshenko government.

Now, as for oil products market. Here is an absolutely dull, I do not even know what another comparison can be given, scheme of money laundering. State company Ukrtransneft was made to pay 242 million hryvnias (over 50 million dollars) to a commercial company for fuel which was designated for the state reserve of oil products. But this company did not deliver fuel, although it had to do it as early as April. The money is not returned to the state. Now the Security Service of Ukraine instituted criminal proceedings over this case. The company close to one of the BYUT leaders carried this dull fraud through. I will give you his name. He is People’s Deputy of Ukraine Sergiy Pashinskiy.

The third scheme is a situation with the gas cost. During winter and spring the government, personally Yulia Tymoshenko proclaimed that, allegedly, it is necessary to change a pattern of gas supplies to Ukraine, and then gas will be cheaper for our consumers - an intermediary will not have to be paid to. However, it ended in that we, the previous government of Viktor Yanukovych, left a gas price at the level of 179.5 dollars on the border (this was an incoming cost of gas), and taking into account internal taxes and delivery to a consumer the price would make up 240 dollars.

So, under Tymoshenko the incoming cost of gas remained the same as it was under the former government, and within the country during 5 months of the Tymoshenko government work the gas price grew from 240 dollars to 304, increased by 64 dollars. Naturally, this money is accumulated somewhere. We know where and through which intermediaries it was withdrawn from the country. It is the money which Yulia Tymoshenko raises for her presidential campaign.

These are the corruption schemes which function today.
